Whilst MGW is acting truly professional, there is not a chance he will be happy with his release clause being met and then declined by his club. Some will argue it's not declined, but to MGW it amounts to the same thing. He took conscious decisions 2 or 3 years ago to leave himself in a position where he can use NFFC as a stepping stone to bigger things. He must now feel betrayed by the release clause process and trapped at Forest.

He wasn't born and raised a Forest fan so he won't have that to fall back on either. I bet his own team have told him just to sit tight and toe the line for a little while longer. If the breakthrough doesn't happen, they will have a plan B to get their client out of the club.

All I've seen is Spurs made a bid that made the release clause come in to play, we know neither the exact value of the bid nor the value of the release clause, all we've seen is mention of £60m a figure unconfirmed by any party involved.
If we did know I'm sure Marinakis would be doing more than threatening legal action, there'd be a courg writ on Levy's desk.

If there is a clause (I’m more sceptical) why didn’t city activate it if they wanted him (his agents would have shared the info)
I suspect this suits a clause like the Suarez one with caveats

It's only been 3 days since his ban ended. There might also be issues with Munn's departure being formalised - perhaps his contract/notice period is the end of the month?

Is it actually part of the contract to hold matches , I'm not sure it is. The hotel is only going to have around 180 rooms which is hardly going to make any difference to fans attending matches. Some reports just say expected to be open in time for the euros, even though some work has been done on the foundations not a single storey has been built yet and until Spurs announce a contractor they won't start building.

180 rooms at £250 a night. £16.5m a year. if we let the government use it to house asylum seekers it would be full every night.
