Or yet to conclude this month's business because there are still two days left?

Or our targets' clubs don't want to sell in January?

Or the selling clubs are demanding transfer fees that are far beyond the actual worth of the players that AVB wants?

Or the deals we want to do are massively complicated by third party ownership?

Or.......any number of other possible explanations. Since you don't know what the actual reason is, why settle on just the one?
 
EPL rules on this:

"A Player on long term loan may not be recalled except for a goalkeeper or where the Player
is to be transferred permanently by the Club holding his registered contract. A Player other
than a goalkeeper so recalled cannot be permitted to play for the Club holding his
registration after such recall until the end of the Season."


So basically only GKs can be recalled from year long loans that involve a fee.

Otherwise say City could have screwed us over last season by recalling Ade.
 
Season long loans often have a re-call clause in Jan. What this rule says is that he can only be re-called in this break, rather than anytime during the loan period like you are allowed to do on a SHORT TERM loan (31 days max). There is a POTENTIAL to re-call Harry Kane if there is a clause in the loan agreement, as there was with Danny Rose. I'd imagine that this option is open until deadline day as he moved on that day. Danny Rose's was earlier because he moved earlier in the window.
