I don't think that's a good fix unless we have a shed load of money to throw at the problem. Like Chelsea have been trying to do.Is naturally fixed by having a bigger PL squad which allows fresher players in both competitions.
Where we are we have to be really good at player development. The EL is great for giving players those games. But we also need our best players available for those games to be able to secure progression.
Having a bloated squad isn't good for player development or recruitment.
Having several players not registered for a competition with a lot of games also severely limits the manager's flexibility to deal with injuries and we won't know where we'll need the squad the most (which roles/positions). Just look at the headaches from having just Spence not registered.
I think we're doing a lot of things right (not in a moral sense, but the correct strategy for us). But that has left us short here and now.
