There were no pl rules against states owning clubs.
The saudis were having a big spat with the qataris at the time. Bein sports owned the rights to pl games in the middle east but the saudis were pirating the games and showing them for free.
The saudi's agreed to pay the qataris compensation and stop pirating and the pl allowed them to buy Saudi Sportswashing Machine.

The fit and proper person test is has the person been to prison or charged with fraud? Have they actually got the funds to buy the club?
Ah yes, got confused having checked it was that the PL clubs themselves are against state ownership and asked the PL to block it but there are no PL rules preventing it.

The move could happen quickly once the weekend is over. Him playing today and the transfer happening in the next few days aren't related.
Its more about if the deal is close the clubs agree for the player not to play due to the financial/legal risk to both sides of the transfer if he is injured although this is always weighed and spurs may decide they'd rather he plays for fitness and match sharpness....

...but there's always an implication for me in terms of deal progress when you see a target still fully involved with their clubs plans

Ah, but he can't overcome the malign Chelsea influence over the game's authorities. Too scared or incompetent to stop their financial finagling but strain to give decisions their way on the pitch
