Why can't they offer that now?
The transfer market keeps changing with managers, sporting directors, big sales, disappointing results and more. If City really want him and could sign him this window, but don't get it done they risk someone like PSG, Real, Barca or Bayern coming in with a better or preferable offer in the summer.

It suits both parties too. Arsenal get some money towards a replacement and get rid of a disruptive player, City get a very good player who is eligible for Europe.

Would he be cup tied in the CL? Since arsenal were in the Ropey ... I know this has been discussed.
If he is available to play i would not see why they would not go all in for him. Best chance they have of winning it in my opinion. Barca and Real look spent currently, Bayern hardly look the same force, PSG could be edged out.

I'd pay the money, 20mil is peanuts to them and even in the scope of ffp (like it matters) they could flog any of their current squad for over 20mil in today's market to balance the books.

If he wants to go there, I could see them bidding lower knowing that it is peanuts now or nothing in the summer.
Arsenal had the same options in the summer,not sure what's changed still more likely to qualify for cl with him

It probably comes down to how bad things have got behind the scenes and whether they have a replacement lined up. You could see the sense in selling him now and bringing in Draxler.
Would he want to go to a club that's just sold their good players?
