That is the headline. Read the actual quotes. He doesn't say he's one of the best in the prem. Just that he's at an important level.
It's all the same thing TBF, he rates him, he has been clear in more than one interview where he has expressed that, saying he should be playing for England in press conference frankly expresses that he thinks he is one of the best in England by default.

The point of my quip is as much as people form a basis of like, dislike or spacegoating (I don't rate him highly personally) all managers seem to big him up so I don't necessarily feel as sorry for those managers as others do when they blame Dier for everything

I think Lenglet is pretty good, especially as it is his first season in England. It usually takes overseas players a bit of time to adapt. I would rather have Lenglet in the team next season than Dier. There's not much, if anything, that Dier is better at than Lenglet.

Personally I think passing is the only attribute in which he is superior to Dier.

You're being a bit naive. Dier is his player so he going to play him, but he has dropped him at times. He's not been a cast iron starter for every single match in the same way PEH has been. Conte is going to say things to big him up, but as for how highly he rates him I doubt he will do a Peresic and take Dier to his next club with him. Just like Mourinho didn't either despite playing a lot when he was here. A coach will play what they have available and that this season has been a mixture of Dier and Lenglet.

In my experience you don't go out your way to make big claims about players you don't like or rate....you say nothing at all or stick to credit when credits due

He said he could be one of the best players in the world as he had all the tools, that's not just giving a player the odd bit of praise to keep him motivated

Never, ever did. Hides on the pitch, but fronts for softball interviews where he says some vague rubbish about how 'the players have developed a new mentality' and bemoans being called out for being what he is - crap.

He'd be a half decent 'cat' of a center back in some League One side somewhere where his partner does all the talking and he only has to focus on not falling over.

That he's been here nine years, inflicting his special brand of headless pointing-and-shouting on us, is incompetence of a special and profound kind.

If he did he wouldn’t make some of the mistakes he makes

Nine seasons and very little to show for it in terms of lasting memories.

I think my abiding memory will be of a player not quite a midfielder, less still a defender.

Would probably make a good referee.
