I was trying to figure out whether he's preparing us for a lower net spending this summer in his chosen words.

Apparently, each place in the PL is worth £2.8m nowadays. When you think about it, that's £25-30m of money we won't have on top of the additional games next season if we don't win the EL. Add to that the cost of replacing managers and we could be upwards of £50m lower in net spend than some fans would like.
I think I wrote in another thread about the difference in prize money between 8th and 14th and iirc it's something close to what you quoted

When we played Fulham I think we had 4 or 5 out that would want to be on the bench at minimum.....and on the bench there was only Scarlett who you'd call a non first team player...so if everyone was fit 3 or 4 wouldn't even get a bench spot.

Now role that scenario into next season with no European football and there will be a few twiddling to their thumbs.
So, yes, a few will go.

I haven't got many complaints on those we have spent money on since Paratici onwards.
My complaints are
Gil…. Buying a child hoping he would grow into a man then realising he is scared of the gym
Veliz seems a huge gamble considering, but it wasn’t big money
The upside on all other transfers us we ain’t losing money on them
 
The issue is the opposite, we make and spend a fortune......badly....this is why the protests don't work, the messaging doesn't reflect the reality. Concentrate on the failure on the pitch and not the money crap

What we have is a money making machine fortunately that means the off the pitch outcome is finding the on the pitch failings (or bridging the gap)
If that wasn’t the case because of the stadium we would be royally screwed
Although we arguably wouldn’t have spent the money we have of course

Fans don’t have long term views

A few takes aways: our match receipts must only be circa 1.3m a game. It seems low. Maybe doesn't account for the type of game. It doesn't include food and drinks which must be sizable.

Commercial revenue is up. We've long been trying to boost our sponsorships. We need to start winning cups to really accelerate this however.

The biggest issue the club has are fans not giving managers time, and Levy being influenced by fans. Sacking Conte and sacking Nuno because of fan pressure probably cost us 50m a year in lost European revenue.

The transfer strategy is questionable. It is logical, but risky. We've invested in youth, and some of the signings won't come good. Hoping for another Bale or top top player we couldn't attract but can develop, is why we're going down this route. And it makes sense. But it does need to be balanced with senior signings too. The youth signings should stand us in good stead longer term, but we need to be in Europe, so need a bit more experience in the squad. We have a lack of leaders amongst the older players. And the younger players (who actually have a bit more natural leadership potential) are not fully polished yet. Great as squad players, but fans have to be patient and accept some lost points when playing so many younger players.
 
I'm not either, this isn't a bottom half of the table squad

The question is, what do we re-baseline to? is this a top 6 squad or is it actually challenging for top 4? (and this is more about consistent, year over year, Forest has shown a far weaker squad can make a top 4 run on any given year). And post baseline, how many players, what investment is needed, is it 1 or 2 players or more?

It could be argued that one of the reasons we (apparently) don’t have a buyer is that the current owners want a price which overvalues their asset.

The price is their choice and the Chelsea valuation set the bar
I’d say we can’t get a buyer because football clubs are poor investment at this price
I’d buy a club that I could grow if I was buying a club
Someone like us is a daft investment
