Yes, because even if your supposition were true - which I highly doubt not to be - then how does it benefit the squad if they're not able to train with a player who may, come September 1st, still be expected to play with Spurs?
You have to remember here, that it's Modric who is pushing for this transfer - not Tottenham, or Villas-Boas; he's the instigator, yet his behaviour is unnecessarily complicating our preparations for the coming season.
He should be professional about this; train with the squad and fulfil your contractual obligations: if a transfer materialises, then so be it, but at least you're upheld your side of the bargain. But acting in the current way is selfish, ignorant and childish; he's trying to force our hand, compromising our position of strength which weakens our negotiating stance.
