As I suspected, the Met Office have now just issued a Red Warning for the SW.

Very rare to see a Red for rain; usually issued for snow or damaging gales. But 100m (4in) in 24hrs is exceptional stuff; Plymouth, Torquay, Exeter - all due for a fair ol' lashing.
Quite remarkable how wet it's been this spring/summer; ties in with the abnormal winters we've had of the last 3yrs now. Not enough to suggest a step-change, but it's reasonable to question as to whether we're seeing a realignment of sorts, in terms of seasonal trends. We've had extreme cold, now extreme rain, windier than normal...what we're missing, is extreme heat!
