Edit: Trying to find the exact rule, but it seems a player has to be registered to a club in the English or Welsh FA for three entire seasons before or including the one they turn 21. Might be homegrown after all.

Atalanta are close to signing a Jordan James the young welsh midfielder from Birmingham. I wonder if that means they are open to selling us Ederson?
 
You can say it's only the Scottish league but decent goals and assists numbers there
