Yes into Norgaard's ankle. In real time doesn't look like much but there's enough contact there for the player to go down.

Yes if that was the case. But his leg wasn't taken out from under him. It was brushed. On video replay, they are looking for contact rather than a foul, which is the issue. @bedford said it himself, the same techincal 'foul' outside the box wasn't a foul.
