Coming to a full stop in a running duel, sticking out your leg and tripping the defending player will get you a penalty.

Because the rule is contact with consequence.
That contact did not create that consequence. It didn't significantly impede his play.
He might have got a bruise, so if it's contact with consequence, we should send him to Boots to buy some plasters
