Football is a contact sport. I don't know where this 'it was contact, so it's a pen/free kick' comes from, but it's wrong. Nowhere in the rules is that stated.

He's waved play on to far clearer contacts without getting the ball. And rightly so imo, because some physicality has to be allowed in football, for it not to become fudging basketball. So it's the inconsistency that's a problem. When he awards that as a pen, there should have been about 30 more free kicks so far.

I think he's set the bar at a good level, but if he followed that bar, it should not have been a penalty.

Yes, some physicality but that has to be alongside winning the ball not just making contact with the opponent's leg/foot and tripping him.
