This is clearly going to be one of the challenges with implementing VAR.
in this instance, the ref was sure, so he didn’t ask for VAR, just denied the penalty and booked Willian.
But Conte says he should have checked anyway.
At what point do refs decide it’s less hassle for them to check all the potentially ‘big’ calls before making a decision, even if they are sure they are correct? Is that what we want?
Maybe that’s where managers/ captains could have an option to ask for (a limited number of) reviews themselves.

Quite possibly. Would be expensive, and would invite even more scrutiny on their referees and governance.

The VAR ref did look at it and decided that it was not an obvious mistake :
"Video referees have the choice of telling the match official he has made a clear and obvious error, which in this instance Mike Jones, in a studio in London, did not feel was the case."
It worked as designed, this is not poor implementation but will need a change in how we want it to work.

It might be understandable that I didn't know that, but you'd expect the rules would have been clearly explained to the teams involved.
