If we end up with Lloris, Naughton, Caulker, Vertonghen, Moutinho, Sigurdsson and Ade coming into the squad, with Charlie/Niko/Luka and other fringe players going .... would we be stronger than last season or not?

Marginally stronger, yet with the bedding in of the squad and manager we could potentially finish lower in the league next season.

im excited by our signings, the loan players returning and the links which seem to have some validity to them.

i think we are going to have a good squad in place come the Saudi Sportswashing Machine away game

I honestly believe that a fully focused Modric is irreplaceable, but if he does go, and the names you mention come in, then I think that the team overall would be a "tad" stronger. Add another top striker to your list, and I think we would make this coming season quite interesting?
