If you can't tell whether there's a reason to blow the whistle from a couple of five second replays, then don't. That's the problem. If you have to spend minutes analysing video footage to find something that resembles a foul, chances are it's not a foul.

In this case, they could've equally called a penalty from all the shirt pulling in the box. Ridiculous.
