Let me try to explain it with a simple example.
Player has 4 chances during a game, all 4 with an xG of 0,25.
That would give a total xG of 1.00. From those chances, the player is expected to get 1 goal.
If the player scores from 2 of those, he has outperformed the xG by 1.

It has it's flaws but is a good guide on the quality and number of chances created. Like every stat it can't be used in isolation. There's a reason that stats are now used by most clubs.
