Music aside (and it's not as bad as it usually gets by any means), this video is an up to date reflection of the player he is.
Notice the conspicuous lack of crunching tackles and defensive actions. It's not that he doesn't do them, but they're not the biggest part of the player he is.
His dribbling is very good - he has a strange style of running where he looks like he's losing control of the ball, but then he'll emerge with it on the other side of a challenge and carry on loping forward.
He's not quite as good as Dembele in that regard, but that's alright - no one is. He's still damn good.
But where he blows Dembele out of the water is in his passing, which forms the centrepoint of the video, and is his strongest asset. Line-breaking passes, from deep and from higher up - beautifully weighted through balls, and cross-field passes aplenty.
That's the player we'll be getting if Levy pays up. I don't think it's accurate to call him a Dembele replacement - rather, he looks more like the Modders replacement we never got when he left all the way back in 2012. Or at least, a hybrid of the two - dribbling better than most players (but not quite as good as Dembele's), passing better than most players (but not quite as good as Modders, although he's more forward-oriented).
