Yes correct, in the EPL we can register 17 non homegrown players. We can also have 8 over 21 homegrown on top of that and no need to register U21.
Its that simple - if we think we can compete with less than 25 registered players we can do that. We can still loan players out until Aug 31st (including to the Championship).
