Disagree. If the new rules were being enforced then this: 'there would be no free kick or penalty if “the ball touches a player’s hand or arm directly from their own head, body, foot or the head, body or foot of another player who is near”.'

Would've resulted in no penalty.

IMO the old rules were being enforced that didn't take this into account.

But how do up I explain a handball with no intent which was the existing rule. Handball had to have intent at that point in time
As in it hit his hip and then arm

His arm was out, they considered that to be intent.

For me that pen was a nonsense, the ball bounced off his body and then on to his hand but that's the reason they gave it.

Therefore there can’t be intent
Hence why it was dissected by sky when I got back from Spain
I remember watching that thinking his the hell was it given and they blamed the ref for using the “new rules”
 
I think they should have to look at intent as to whether the player intended to play the ball with his arm. Sissoko was gesturing with no intention to use his arm for an advantage. Mane was the one that took advantage and played the ball to get that advantage, deliberately aiming at sissoko. That’s close to diving in a way for me, players that seek contact and then go down.
 
I saw their game against Emirates Marketing Project in which he played. Emirates Marketing Project were too good for Brugge but you could see that De Ketelaere had lovely touch and nice balance. It wonder whether Conte is thinking about him as the right sided attacking player in his 3-4-3.

He’s played 3 times this season for Real, he was coasting last season with something to play for.
He also scored a good amount of goals and linked up well with Kane, including when Kane was in his "run everywhere getting in everyone's way because he thinks only can do anything" mood.... much like he is now.
Bale would give us a different option and we know what we're getting now.

He could play a Perisic role, but with Reggie and Sess on the left, maybe our money is best spent elsewhere.

Can you honestly see Sessegnon forming a career at Spurs? I think he has to be the most underwhelming Spurs signing in a long time. Yes Injuries haven't been great to him and seems like a trier but not sure he is the answer to our left hand side.

He is WAY more than a trier…. He is quick, physically good, can complete a lot of sprints, good on the ball and takes up good positions. Has a very high potential upside (higher than Reguluon IMO) and is association trained. Just needs a good spell without injury and to build confidence.

Yep exactly.

His upside is huge. Far better natural ability then Rose for example.

What @Finney Is Back and @Danishfurniturelover said. Once he gets over his injuries and assuming Conte plays him as a wingback (which I don't see any reason why he would not), he will really take off as a player.
 
I would take Jesse Lingard in a heartbeat for a possible £10m. He was dynamic for West Ham last season but Ole refuses to play him
