It needs to be both a punishment and a deterrent to others.
The fine has to be more than the amount injected into the club - otherwise it's not a punishment or deterrent.

They've spent around £1.5B on players since taking over, so I don't think it's excessive to assume they've injected somewhere around £2-3B. The fine would have to be more than that.

Whatever transpires the punishment will not make up for the fact that any success they have gained was achieved by chicanery and robbed their opponents and their fans of the glory they may have had. You can't put a price on smashing someones dreams.

Almost feel sorry for Gundogan who (along with Walker) has just got shredded on Match of the Day as he did earlier on Sky Sports. Both of them are 34 years old and looks like Guardiola is going to have to undertake his own painful rebuild but guess he’s confident that the purse strings won’t be tightened much if he’s decided to stay 2 more years.

 
City seems to be walking into a rebuild without having prepared. They have a lot 30+ players that used to carry the team mixed with some young players.
Said it last season when they sold mahrez and Gungodan and didn’t replace the goals
They went out and brought a dribble winger and then another this summer
Doesn’t seem to be the master plan
They also signed a brilliant Cb and play him left back because they haven’t got a left back

I really feel it looked like a rebuild post Pep (with expectation they would change manager at end of this season and new man would get the rebuild)

If Pep is the guy, it feels a huge window missed, back line, midfield, creative players all massive replacements required

Walker looks cooked, much like when Bale ended Rio Ferdinand. KDB getting on too and will always miss games through injury. Not writing them off but doesn’t look good tor them this season. They could still win it of course but can see them finishing 3rd.

I see this or similar quite a lot online and in some media columns.

It will not happen, you would need to change around promotions/relegation a long way down the football pyramid to allow it to happen. Lower league clubs would miss out and/or be penalised.

If they get parachuted in to the league 2 then you just give an additional promotion slot to that league for the year previous to make space (and then one extra to lg 1 & the Champ so as to fill the gap left by City) No one misses out.

If they get kicked out of the PL it's really up to the EFL what to do next. They could just refuse entry.

A massive points deduction could lead to a normal relegation and they'd be in the Championship.
