No its not. Basic income/salary should be taxed equally, but there are other ways to distribute tax, for example property, that should be progressive. The more property you own, the more tax you pay.
Yet that's often bought with income that has already been taxed. The government shouldn't get to tax it again.
What's your problem with people having property?
