When you are issued a work permit its locked to your employee. Any change of work situation means an update of that permit. The hardest one is the first one as its new to the system. But updaes are much easier. But they are never that fast.

Gakpo & Marmoush suffer from the same problem, they are seen as downgrades.

Marmoush is backup to Haaland, Gapko is part of a front line that replaces Jota/Salah/Diaz.

Just like for us, everyone after Kane/Son is seen as a downgrade.
