Exactly this. He played sterling next to Kane which made kane a de facto number 10 and then Alli was playing midfield. As international football is a level below the prem for the most part Alli was still playing well in the WC, got an injury and the struggled to regain form.Southgate himself has played Alli in a deeper role for England at times.
