The actual UEFA announcement was very brief and uninformative.
The 2014/15 regulations contain the entry criteria for the 2014/15 European competitions (including that the EL titleholder gains entry to the group stage of the EL - which as we know is not the case for the 2015/16 competitions).The 2014/15 regulations are still the same and I haven't seen anything written about a change regarding the CL winner.
