Financially, Tosin's deal is okay. We're likely to make a profit and considering how far down the pecking order is going to be, it's not really a problem. He looked decent at Fulham but every time I saw him in a Chelsea shirt, he looked like a disaster waiting to happen.
Mudryk, I assume, is De Zerbi's suggestion because we had nobody else. I'm not really keen on signing players who have been banned for failing a drug test. I don't see what he brings in the short term, since he's been out of the game for two years and he will likely take months to get up to speed (if he isn't injured by then, that is).
Again, these deals dont erase the good work done earlier, but they don't meet the expectations born out of the said good work. There were better options out there, particularly outside of the Premier League, but that's the manager's choice and many Spurs fans (myself included) wanted the club to back him. It's underwhelming at the moment, but we'll get a better idea of the amount of thought put into these transfers in a couple of months.
There's a lot of weird transfers happening every year in football. Sometimes, a club want to please a certain agent. Sometimes, people at the club have no idea who to buy, so they go for a punt. I think I got a little carried away at the start of the window thinking we had a clear plan and vision.
