How about the 11th placed team in the Bundesliga winning the Europa league? Beating west ham and Barcelona on the way.Other than Dortmund and Bayern no team would finish top 10 in the PL and some would struggle in the Championship.
Both really. I don't see us signing someone in the hope that we can convert their position - its too much of a risk, particularly given Conte wants us to be able to hit the ground running.
In terms of him generally (and ignoring any change of position), I don't see him fitting either Conte's 3-5-2 or 3-4-3 formations

I think that's almost certainly true. Though we may have paid a bit more upfront than we otherwise would have, could have made deals more attractive to selling clubs.
Even if we've only paid a fraction up front three total fee will have to be paid and I don't think we can put ourselves in a position where we need another cash injection to cover those fees and make other deals in future transfer windows. So it's still a somewhat reasonable benchmark for how much we can spend.
