Something could be 100% a foul going by the rules, but if it goes unpunished in 99% of cases and all of a sudden one is given as a foul that's not the one time the ref got it right. It's the one time he got it wrong.
so therefore would you say that some offenses that are fouls in the middle of the pitch are not when they occur in the penalty box? as 99% of the time this is how the game is officiated, and would deviating from officiating a game in this manner be a mistake by the referee?
