She felt vulnerable because she was on her own with him in the changing room. He was just stood there at the showers entrance leaning on his mop and staring right at her and he hadn't announced his presence. Then he moved out of the shower area into the changing area and started mopping the floor there even though he appeared to be waiting to clean the showers. She didn't have anywhere to go to remove her towel once on so had to try and put her bra on underneath the towel and he just stared at her mopping the floor the entire time.
So the reason for feeling vulnerable was being in that space with just one other person?
Sounds like she shouldn't go to the gym alone if she's scared of being in the changing room without someone she knows.

Sounds like the cleaner made an effort to move away from the shower rather than loiter, which is likely to make anyone uncomfortable.

Does the gym have a sign saying cleaners should announce their presence? If so, it sounds like that needs raising with the gym to improve best practice.

If he was staring excessively (ie in a way that would legally be deemed inappropriate) then you should escalate the complaint or contact the police.

He did loiter. He followed her in to the changing room and stared at her the whole time. She was embarrassed as she left the shower cubicle and had to go across to the towel hooks naked in front of him.

Rubbish, the gym not upholding a complaint has ZERO impact on it being a police matter. If this is true then it would 100% fall under the 2025 sexual harassment act.................

This is a behavioural issue by the description - you should make the police aware. I know it may feel "trivial", but these kinds of pieces of small intelligence can be essential (I work in criminal justice - I know this to be true) in building an overall picture and being useful in both crime prevention and conviction if a crime is committed.

So it was his actions that made your wife feel threatened? (Did you say threatened? Or have I just inserted that?)

It's still unclear why she was embarrassed. Is it being naked around a man?

I wouldn't feel comfortable with that at all. I think I would have said something to him. Easy to say from behind my laptop though.

I am surprised she was on her own at 6.30am. From my gym days of old, it was usually a busy time with people going before work.

I am only going on what she said. She has separately commented on how it has got quieter recently. She used to complain about how busy the changing rooms were (not getting a hair dryer etc) but this time she was the only one in there.
