There's a fair bit of bitching about it online, most of it due to him getting in without being a regular starter for Spurs. The counter to that ofc is Delph being in having only recently come back to play for Emirates Marketing Project and doing so as a LB. Personally I think Winks will do well.
Winks is exactly the kind of player England need and what's the alternative... bring shelvey or noble in
Winks and Dier are the best two CMs England have full stop.
What other options are there already in the squad - brick like Henderson, Drinkwater, Livermore and Wiltshire?
Barkley's not a CMYou forgot Barkley...in the first of your two sentences.

Big, big step down when Alli's injured/banned.Indeed. Barkley is Alli's cover in the setup
That may be, but he's significantly better on the ball than any non-Spurs, English, centre mids I can think of.Not hurting our or Poch's reputation as the place/team to be in if you want to represent your country.
Happy for Winks, personally I still think he has a long way to go (little overhyped by our supporters), but could be great motivation and reward for the work he has done so far.

I guess Rooney has come out of second in that pecking order, which has shoved Barkley up one
England will not do anything with those Achilles heals of CBs and a GK anyway, so worrying about your back-up ACM isn't much in the scheme of things.
