And still can’t actually sign anyone without shifting a player

Barcelona's problem this season is that their total first team squad spend is capped at a percentage of last seasons turnover (a season that was massively impacted by Covid). With them having drastically cut their wage bill this year and getting back to a normal level of turnover again they have lots of room to increase the wage bill again next season - hence being able to take on high wage bosman signings.
