But your comment was "Hamas are not in the West Bank". When they absolutely are in the West Bank (as are other terrorist organisations, the most eminent of which is the Palestinian Islamic Jihad). You're now changing that to Hamas not ruling in the West Bank after being called out as wrong.
Saying Hamas are not in the West Bank because they are not the rulers of it is like saying that the Taliban aren't in Pakistan because they're not the rulers of it.
The West Bank is a place with a very complex history. I don't think it has a single ruling party. As far as I am aware there are areas A, B and C, with different portions under different rule - some administrated by the PA and some by Israel, though there have been no elections in the West Bank for around 20 years. Israel have agreed to and made numerous offers of a two state solution. However, unfortunately those in power in Gaza and The West Bank only want a solution that sees the eradication of Israel
I think an incredibly poor decision by Jordan to join Egypt in the 6 day war against Israel is a big factor in creating some of the problems that exist in the West Bank today. Though even worse decisions have been made since then, notably Yasser Arafat rejecting the 2000 Camp David Accords deal and instead inciting the second Intifada and also Abbas' refusal of the 2008 Olmert proposal (to which he didn't even come back with a counter offer).
There will be no peace in that region until the Palestinian rulers accept the existence of Israel. That will require different rulers, which will require the people of Palestine to overthrow the current leaders and elect ones that accept the existence of Israel. The problem is that the people of Palestine tend to hold the same viewpoint at the current rulers. Until they value their own existence more than they value a belief of death to all jews then we are unfortunately going to be stuck with what we have right now.
