The Kremlin-connected, London-based Mr Abramovich — who, with a net worth of £9.3bn, is Britain’s 13th-richest man, according to the Sunday Times — has returned to Russia after his investor visa ran out, according to two people close to him... A third person close to Mr Abramovich said that his request for a new visa had not been denied, but said that UK authorities were taking longer than usual to renew it without offering any explanation.

Chelsea owner Roman Abramovich is without a UK visa

British authorities have not yet issued a new visa to the Russian oligarch and Chelsea football club owner Roman Abramovich and it is not clear if or when they will, according to Russian media reports and people who know the businessman.

Abramovich, who is the 13th richest person in Britain with a net worth of £9.3bn, according to the Sunday Times, held an entrepreneurial visa to the UK that expired several weeks ago. He has filed for a new visa, but has not yet been granted one.

He was not seen at Saturday’s FA Cup final at Wembley, which ended in a 1-0 victory for Chelsea over Manchester United.

A person who knows Abramovich said he had not been denied a visa, but that it was taking longer than usual to renew and it was unclear why.

A representative for Abramovich declined to comment on the reports, calling it a “personal matter”. Anglo-Russian relations have been strained since the double poisoning of the former Russian secret agent Sergei Skripal and his daughter in Salisbury in March.

Interesting. There has been talk of making oligarchs resident in Britain explain the source of their wealth, which might be awkward or embarrassing. I vaguely remember something about him admitting some wrongdoing in a court case, but it wasn't clear what.
 
Sounds like good news. The beginning of the end for one of the money-doped clubs. Hope he has to pull out his millions, then we will see how good Chelsea are when they have to get by the normal way, like most of the PL has to do

My understanding was that his interest in coming here was to protect himself against Putin. He's not going to want to move his money but they could be really fudged if he got caught up in a show trial.

Mr Abramovich, whose £9 billion fortune makes him Britain’s 13th richest man, bought Chelsea FC in 2003. His wealth is founded on the Siberian oil company Sibneft, which was privatised in 1995 in an auction that some experts suspect was rigged. In a court case in 2008 Mr Abramovich admitted paying billions of dollars for political favours and protection to help him to obtain a share of the country’s mineral wealth.

A biographer of Mr Putin described his relationship with Mr Abramovich as being similar to that of a father and favourite son. In 2016 the BBC’s Panorama programme reported that Mr Abramovich gave Mr Putin a £25 million yacht.

Mr Abramovich’s last confirmed sighting in the UK was in March when Chelsea played Crystal Palace at Stamford Bridge. Flight records suggest that his private Boeing 767 was last in London on April 1.

Documents at Companies House indicate that Mr Abramovich could have been aware for months that his visa would not be renewed. In March, Fordstam Ltd, the holding company that owns Chelsea, changed the country where Mr Abramovich is usually resident to Russia.

Later that month, Amber Rudd, home secretary at the time, announced that she had asked officials to review the source of the wealth of Russians in Britain on investment visas. Home Office rules allow anyone who invests more than £2 million to apply to move to Britain but the visas must be renewed every 40 months. The Home Office website says that applicants should receive a decision within three weeks.

Ben Wallace, the security minister, said last night: “In 2014 and 2015 we took action to tighten up the Tier 1 investor route. This included introducing new powers to refuse applications where there are reasonable grounds to believe funds have been obtained unlawfully. As a result of these reforms, applications reduced by 84 per cent. As the prime minister and former home secretary made clear, we are taking another look at how the route operates and are undertaking further checks on investors who came to the UK through this route before the reforms were introduced.”

They are looking at old cases of investment visas rather than just renewing them. And Abramovich admitted paying billions for political favours in court so it could be difficult to prove he gained his wealth legally. If it was just a standard bureaucratic delay, why would he move his residence on company documents back to Russia?

And why shouldn’t they leave work at 4.45pm if that’s the time they are paid up to? They’d be stupid to work additional hours on a voluntary basis, especially if that allows the government to make even more cuts to the numbers of the workforce in their department.
