I actually thought for Cali that the federal government own/controlled a significant percentage of the forest areas vs the State, but could be wrong on that.
It's about two years since he was bleating about sweeping forests like Finland does (hmmm) so imo he should have been doing something to at least begin to try and bring things under control.
