^^That's what's being suggested might happen. Have to wait and see, though.

Holiga knows his stuff; if he says the kid can't come here till he's 18, I'm sure it's correct.
just checked out this player Serge Gnabry at Arse....
Serge Gnabry (born 14 July 1995) is a German footballer who plays as a midfielder for Arsenal
Gnabry's former club VfB Stuttgart agreed a £100,000 deal with Premier League side Arsenal in 2010, but he had to wait until 2011, when he was 16, to join the English side.[3][4] Gnabry officially joined Arsenal for the 2011–12 season in which he played for the under-18s for the majority of the season but after impressive displays, Gnabry was then promoted to the Reserves.[5] By the end of the season, Gnabry had played six games, scoring two goals.[5]
The 2012–13 season started off well for Gnabry after he was called up to the Arsenal first team for a pre-season friendly against FC Köln in which he played 24 minutes in coming on at half-time and then being replaced by Marouane Chamakh in the 69th minute.[6] Gnabry then made his professional first-team debut for Arsenal on 26 September 2012 against Coventry City in the League Cup in which he came on in the 72nd minute for Alex Oxlade-Chamberlain as Arsenal routed Coventry 6–1.[7] On 20 October 2012 he made his Premier League debut in the 1–0 defeat against Norwich City in Carrow Road, becoming Arsenal's third youngest player in the league's history, after Jack Wheelchair and Cesc Fàbregas. Four days later, he made his Champions League debut, coming on as a substitute in Arsenal's 2–0 home loss to FC Schalke 04.
All the above first team appearances happened when he was 17 years old
This may be the difference.

That does appear to be the position, ie he wouldn't be able to sign a senior contract, whereas his father is adamant he doesn't want him playing reserve team football or stuck in with the kids. Ergo, it's not an option at present.we should simply sign Halilovic and stick him in the nextgen team, IF he is not allowed to join the first team squad
I know, but not everything changes overnight, least of all where football is concerned. There's probably a timetable for all these things to be brought into line.Croatia have joined the EU as of this summer
We should just buy Halilovic and loan him to Roma for a year or two as part of our deal to take Lamela. Simple really. Not sure how Baldini hasn't sorted that out already.
Signing him to send him out on loan directly to somewhere that isn't Zagreb could be a very good option for us and for Halilovic and his family. If they don't agree a deal with us (or some other club) then he'll be staying at Dinamo, something they seemingly aren't too happy about.
Signing for us to go to loan somewhere straight away might be a very good option for them. Although Roma probably isn't the right club there should be a club somewhere that would represent the right loan move for both Halilovic and Spurs.
Isn't this the sort of trading/behaviour we slate Chelsea for?
