City don't want to sell the player so if we are genuinely interested we need to entice them to make the sale and that going be by making them an offer they feel like they can't refuse. If City told us they want 80 and we offer 50 then yes that is lowballing them, we are talking about EUR so that would be a lowball offer regardless. But we have no idea if we were quoted that price then bid, if it was just our opening offer without any indication of what City want then no problem....Lowball?
