Could it be that FIFA, or many of it's main execs (including Infantino) are actually broke?
Could this be an attempt at a quick 'bailout' for themselves or the organisation before a discovery of big debts to many existing corporates that deals have been struck with years ago?

Their whole evaluation apparently is in comparison to the closed shop franchise values of the NFL, NBA and NHL which isn't exactly a like for like comparison.
On the surface, i'd agree.
But it's just so odd that they'd look to tie-in future revenue in the way they seem to be. Football (on the surface) is the golden goose that keeps laying each time a tournament comes around.

The only thing i see as an issue here asi that (like the Olympics) hosting a world cup is often now becoming more of a cost burden that outweighs the all the kudos/benefits and so the money FIFA are asking countries to put up they are saying no thanks and hence only mega cash-rich football newbies like Saudi (who want to use football as a vehicle for other things) or countries who want to share the costs are now stepping up to bid. And the less bidders the less FIFA can drive up the prices of being associated with the tournaments etc...hmmm...
