Will the smaller clubs who aren't going to compete with Chelsea anyway vote against it if it means they can their players to Chelsea for 4 or 5 times the money.
How much has Brighton made from Chelsea in the last 12--18 months.

Great point TBH, what doesn't benefit say 6 clubs at the top benefits the others as transfers are a source if income l. It also benefits them as they can spread costs that are relative to their own situation and stay up...maybe

It’s nice when media outlets actually get people with experience to talk about it. Usually it’s people like Jamie Redknapp telling us how bad things are.
 
UEFA limited it to 5 years for their rules. As far as i'm aware the pl haven't even discussed changing it for their rules. But yes they would need a 2/3rd majority for it to go through. No idea what way a vote would go.

You'd hope the PL would st least debate it.

PL problem at the moment is Everton, if they are found to be in breach of rules and deducted points the some of the 3 relegated sides might have a case for being sent down due to the actions of a cheating club and the PL not taking timely sction. Points taking in future will not put right this wrong.
 
It’s the easy out by the authorities isn’t it, they can say look we did something and the clubs who are cheating clearly don’t care about financial penalties and will just continue on.

Again this isn't uefa. It is the pl run by the 20 clubs. Do you think the other clubs will be happy with a fine? How much would teams accept for missing out on cl football? Winning the league? Or getting relegated?

For everton maybe. They had been working with the pl and were trying to make it work, by selling off players. But overspent. Still though they stayed up where other clubs went down.

I don’t think the clubs decide the punishment do they? The clubs decide rule changes. The governing body decides the punishments for failing to abide with the fair play rules. Anything other than fines will cause all sorts of shenanigans in terms of relegated clubs, clubs missing out on Europe, clubs finishing lower and getting lower merit payments, clubs not winning trophies that Emirates Marketing Project won… etc. Therefore they’ll get a fine and perhaps (though it is a big perhaps IMO) a points deduction that is suspended for a few years and not applied if they keep their nose clean(ish)

The you've been a naughty boy don't do it again action doesn't work as you set a precedent, if you let one off they all get a warning for their first offence or first time they get caught. The idea of punishment is to deter others. What fine would be suitable for Everton? How much will staying in the PL be worth to them?

The tribunal will decide the guilt or innocence and level of punishment. But the clubs have agreed what the rules are and the possible level of punishment. They are in the premier league handbook.

The government doesn't decide individual court decisions. But they will make the laws and decide what range of punishment is applicable.
