I think it's just the sort on concessions that West Ham have to make, in addition to silly wages, for these players to sign for them.

In any case - AC Milan can't afford expensive players - a statement (in so many words) made by the club soon after Silva/Ibra were sold. They're desperately trying to cut costs and fall within the FFP.
