Because in the meantime Chelsea drop a load more cash (in wages) on Eto'o for example, whilst hoovering up young talent (with money they didn't earn), waiting for them to incubate at another club.
During the incubation, the player scores goals that helps out his parent club. I think it's a corruption of the system, an unintended consequence of having financially doped clubs with squads so big they don't know what to with them.

none of that changes the fact that Chelsea are making it harder to pick up points against Everton for their rivals, meaning they have an advantage in the title race.
the rules allow it, so Chelsea are well with in their rights to do so - could set a dangerous precedent for the future though
