It is the norm. But it's not protected as explicitly by law as it is in the US. There's a difference.
If someone wants to ruin their reputation by saying idiotic things do we need a law to stop them from doing so?
Laws forcing such opinion to be expressed only in hidden groups can create further problems too. If my neighbour is a raging racist I would actually like to know. I would rather know than have him influence people with his opinions behind closed doors with no counter arguments being presented.
Losing your job after saying macaronic brick is not a freedom of speech issue. In fact it's a solution towards further marginalizing idiotic opinions, something we as people are quite capable of without involving punishment by the government. Much like FIFA/UEFA can punish international teams for their fans expressing their racist opinions, without any government getting involved.

It's going to take probably 5 to 7 thousand years before our species can put this behind them. We are all too tribal and dislike "outsiders" and as long as the people in charge can stay in control by setting us against one another nothing will change.
