I think all that is true. It would also be good cover for (protection from) launching an attack.
I'm sure that the UK are as well prepared for a cyber attack as they are for brexit.It's a good job that there is nothing happening in the UK around this time that would make us particularly vulnerable to a cyber attack.

I’d much rather be on Putins side then against him. I doubt Russians get the same level of angst anymore.
Putin literally does whatever he wants whenever he wants and with a smug knowing smile on his face to boot.
Things that could have resulted in catastrophe - like seizing Crimea - he is prepared to do because he knows nobody will ever actually stand up to him.
The leaders of Europe couldn’t be any more afraid of him.
