....well tax credits/child tax credits were means tested as in related to how much you earned BUT never cared about how much you had in savings etc. People currently receiving tax credits are being moved onto universal credit. That benefit does have limits on your savings of £16k.(I think) so a percentage of people will no longer qualify.In a way both.
