Interesting to note almost all nations have been voted atleast once except for Sweden. I think Sweden too have produced many great players over the years but have never performed as a team in major tournaments. IIRC, they have been playing in major tournaments almost regularly since the 1930s.
They haven't produced enough great players at the same time. They have 1 or 2 high profile players and the others are in lesser leagues around Europe. In comparison to Holland who, at this tournament for example, have 2 top scorers in their squad and the majority of the same team that got to the World Cup Final 2yrs ago yet couldn't win a game this time.
And, 1988 aside, this is the case throughout. 88 they have Rijkaard, Gullit and Van Basten. During the time when Ajax won 3 European Cups in a row, the national team didn't win the World Cup despite being in the final twice but the attitude towards the first one (vs West Germany) is that they played better and it doesn't matter that they lost.. right. 2nd one (in and vs Argentina) some of the players didn't want to be part of it. The previous four and next two they failed to qualify for the WC or European Championships.
One of the big problems is the ego or in-fighting. At the last world cup Van Persie had a go at Sneijder for not passing to him enough, at the 96 Euros there was a split between Ajax and PSV players, over club salaries it seems (http://www.guardian.co.uk/football/blog/2012/feb/27/holland-euro-96-racism-england).
