Vinai Venkatesham - CEO

No idea but as Vinai was made CEO back in April almost certainly by the Lewis's and Charrington was added in March to the board I would think Vinai & Lewis's had a big say in the Simons financial deal and for him to come in on equal wages to Romero ( according to places like Capology) at the tender age of 22 doesn't look like the way Levy has worked over the years.
Cool then he must of appointed Frank then

Johnston and Lewis aren't board members, they just own most of ENIC. These are the five guys who have to make the call: https://www.tottenhamhotspur.com/the-club/investor-relations/club-directors.

Bankers

The trade I work in is a niche industry, there's three very large companies. A trade like bookmakers in that you never see a poor one.
All three are in the brick, why, because they brought in guys from retail to run it.
One of those three companies is part of an organisation everyone knows, has numerous arms to their organisation, 10 years ago when the brick hit the fan only one part of the organisation was making money, the one in my trade, They took the bods from retail, who were losing money, and moved into the trade I'm in, they've lost 45% of the business.
But the spreadsheets look great.
Put round pegs in round holes.

Glazers couldn't find an outright buyer for Man U, who do they think is going to buy Spurs to change the ownership, think the recent interest when Levy went has all dissappeared when they learnt the asking price the Lewis family want.
They absolutely could (and did). However not all of the family members wanted to sell.

Well done boys, good process.

Venkatesham then gave an interesting insight into how Frank was appointed, the level of which we rarely are party to publicly from the club. There are high hopes for the clever Dane to move to the next level from the impressive work he did at Brentford.

"We ran a really, really thorough process at speed. We defined 10 characteristics that we think are important to be a successful manager at Tottenham Hotspur," he said. "We analysed in real detail through our technical staff led by Johan [Lange], more than 30 candidates.

"We had a shortlist, we spent a lot of time with the shortlist, and Thomas was absolutely the number one candidate. I could not be more excited to have him join the club. I agree with everything that Daniel said around his characteristics. Personally, one of the things I’m really excited about is he’s an outstanding developer of young players. I really look forward to seeing what he can do with the squad that we have here."
