Which rules are we talking? Prem or uefa. Uefa this year drops from 90% of trurnover to 80% that can be spent on amortisation, wages and agents fees. But still it is amortisation. So they wouldn't have to sell £160m to spend £100m. They are not in europe anyway so will only become an issue if they qualify.
Prem rules are over 3 years so they might have to balance the books. But those rules change in the summer anyway, to be more in line with uefas.
They must be talking about prem rules. They've probably overspent the first 2 years now have to balance in the 3rd. Dangerous game. Everton did the same and failed.
