Who are the 15 players he means there? In the last match day squad I count 17 senior players, I guess you can argue Gollini isn’t one, then it’s one of Winks, Rodon or Sanchez that he’s not counting as “a player”?

I guess it’s Gollini and Rodon, a bit unnecessary though IMO.

I think he means 15 senior outfield players.

Tanganga, Reguilon, Doherty and Skipp out leaves us with:

Davies, Dier, Romero, Rodon, Sanchez

Sessegnon, Emerson

Højbjerg, Bentancur, Winks

Son, Kane, Lucas, Bergwijn, Kulusevski
 
Quick look through the Watford and Norwich squads.
If Berg or Moura leave, one of the Watford guys would be a good signing:
Dennis and Sarr I'd say are ready for that step up. Potential next Mane/Son in those too.
João Pedro looks pretty handy too. Only 20.

Norwich - nah. Barely a PL player in the squad.

Joao Pedro would be a very shrewd signing. Think he is the best player at Watford. Norwich don’t really have anyone that I would want at Spurs.

Do you end up paying PL prices though, and for someone who is non-HG? If so, can we get better value abroad?

I agreed about Sarr coming in for Moura though

Depends if they push for a move.
It's worth paying a bit more than an abroad option for someone you know can perform in the EPL. Avoids very expensive mistakes - and damn knows we've spent a lot on those the last few years.

Sarr is a Saudi Sportswashing Machine signing for me
Watford will want silly money for him and they will pay it

Yes, there is almost nowhere "good" to go after Emirates Marketing Project, especially for someone that left Liverpool already... so I could see him go abroad to try something new i.e. the best teams in Italy or Spain.
