If you've spent quite a lot of money on building a retractable pitch, why not retract it when you want to move some vehicles around?
Work is probably ongoing within the southern under podium area to complete the grow lights etc. Also you would still need to protect the artificial surface under the pitch trays.
FA backs safe-standing proposals in Premier League and Championship
The Football Association has lent its support to safe standing at football grounds in England if there is "clear evidence that satisfies authorities".
The Premier League and EFL have also said they would support clubs' choice to install safe standing in the top two tiers of English football.
A government review is ongoing with a conclusion expected by the end of 2018.

Makes sense. Perhaps the matting is the same as the stuff they'd use on the artificial surface anyway for concerts and the like.

Not entirely true. I played Sim City as a kid and Theme Hospital, Theme Park and lots of these construction games and it was fairly easy to build stuff, you just needed money. Having played these games I now know everything about construction so stick me in the middle of the stadium and I'd get it completed within a month. Levy has loads of money and has stolen it from us so it should be pretty easy to build with little or no delays.Look let's be honest we know sweet fudge all about stadium construction ... So let's not pretend that we do or why things are being delayed etc and timescales.
You either have to just trust the club with whatever they say and wait ... or lump it.
