Correct. The Club and Haringey Council first need to agree the formal conditions forming the Planning Approval.

Been reading Block 55 and 56 maybe getting removed in March 2017 to enable extra work on the new stand before we move out. Have to find new seats for a few games then
 
We also have this post from a few pages back saying that the application hasn't been forwarded and why:

Subsequent to the application being granted approval, and after consultation with the planning committee, it was agreed that further clarification on elements - both legal, but mostly technical - of the proposal would aid the Mayor's Office. To that end, such efforts have been progressing and we hope to be in a position to deliver the consented proposal to the Mayor's Office, for their consideration, within the next fortnight.

We think it is vitally important that the Mayor's Office is absolutely clear and without doubt that the unfortunate reporting delay should neither be interpreted as intentional nor an attempt to subvert the planning committee. We feel confident that the robustness of the application will firmly demonstrate that not to be the case, and - for what it is worth - this is a view echoed by Haringey Council.

The club made the £750m forecast in their planning application, which would make it the most expensive stadium in the country along with Wembley - which also cost £750m.

Previously it was thought the stadium would cost in the region of £400m.

Tottenham face at least two years playing in Milton Keynes as they build their new stadium, the Mail on Sunday can reveal.

The news will dismay Spurs fans, who must trek 50 miles to the land of concrete cows not just for a single campaign but for two seasons — maybe more.

The nightmare scenario has been forced on Spurs because their stadium design won’t allow for the project to be built in phases.

Doesnt sound too promising on it being legit then. Will have to keep tabs on SkyscraperCity to see what gets posted there
