This actually goes way back, people have been wrapping their arms around players at set pieces and corners for a few seasons now. They said they'd be clamping down on it this season but it's got even worse - I expect we'll see a new directive next season.
In my mind it largely harks back to the Leicester season, when Huth and others seemed to get away with everything short of murder in the box. Granted I may just be more aware of it because I was taking more notice than usual, but it certainly became more acceptable during that season.

I remember the World Cup following Leicesters win that there were quite a few penalties awarded for holding at set pieces, they seemed to be given against less favoured teams and the practice was soon forgotten.

I'm sure PGMOL will look at such concerns with hand-wringing and a meaningless statement possibly admitting different decisions should have been made.
But, oh well, too late and nothing can be done.
I saw the below tweet - though it should say VAR's title not PGMOL.
PGMOL simply turn up late to the party to confess that VAR was wrong.
